the process. Energy use must be demonstrated through utility bills; hours of operation and occupancy must be stipulated in contracts; and NLA must be documented through registered surveys. Each rating is valid for 12 months. After that period it can be renewed through a new assessment. During the voluntary phase of the program, the party commissioning the NABERS rating could elect to keep the rating confidential or make it public through the NABERS Web site or self publication. Under the mandatory regime, all ratings are published. the highest rating of five stars was considered to represent a target that would require revolutionary systems, design and/or operation. Many considered the efficiency to be unattainable, particularly for city constrained, complex office towers. Now, 55 base buildings have ratings of five stars; 29 achieved this without using Greenpower.2 Benefits and costs Detailed analysis of office building performance and management practices conducted as part of the Warren Centre Low Energy High Rise project3 shows that declaring a NABERS rating is correlated with buildings having a 0.5 star improvement in performance. Similarly, buildings managed by staff who have received energy efficiency training show a 0.5 star improvement in performance. These results show it’s not just about the latest technology; management practices can have a significant effect on performance. When better management is combined with strategic life-cycle plant and equipment refurbishment, the NABERS ratings can increase significantly. The only extra cost, if any, is spent on a more detailed plant selection and the marginal cost of higher grade, more efficient equipment.
