that prefabrication was a means for "tooling up for expanded production." He said,
pre-fab represented "a long-term avenue"
for selling building materials to housing,
churches, schools and hospitals, and urged
association members to keep a watchful eye
on the segment.

AWCI: ACTION

The first convention in the 1950s took
place in San Francisco. The San Francisco
Association of Plasterers lined up a plush
hotel and organized Bay Area excursions.
They arranged a stop in Lincoln, Neb., so
that east coast travelers returning by train
could attend church. The top issues to
discuss included union relations, lath and
plaster promotion and member participation.
Here's how the decade played out.
Union agreements. In 1950, CPIA's board
discussed the need for union agreements.
A June 20, 1950, board meeting noted that
local autonomy was a "universal problem."
"Local unions may enforce or not enforce,
as they see fit, certain regulations," the
association notes. Agreements with the
unions "should eliminate a lot of this trouble." CPIA wanted working rules made
with the Operative Plasterers' and Cement
Finishers' International Association, the
Brick Masons' and Plasterers' International
Union and the Wood, Wire and Metal
Lathers' International Union.

Joseph D. McNulty, Ralph Jamieson
and Albert Beaver studied the problem. In
time, CPIA enacted agreements with the
unions that included how plaster pumps
and spray guns could be used on job sites.
This was a tough area for union plasterers,
since mechanization took away work from
the plastering trade. At times, CPIA contractors switched to pumps on jobs, and
the unions had legitimate gripes. At other
times, the agreements were vague, so CPIA
was called upon to address problems fairly.
A Washington office. In 1952, CPIA
Secretary-Treasurer R. Floyd Jennings
proposed a budget of $7,200 to run his
office-$2,600 for office salary, $1,260
for rent, $1,200 for supplies, $1,500 for
travel, $500 for convention expenses and

$140 for taxes.
"It will be necessary for us to purchase a
typewriter, typewriter desk and, perhaps,
a small adding machine," Jennings told the
board. He wanted a news bulletin mailed
to members each month. He felt it would
"stimulate interest in the [secretary-treasurer's] office." He also felt the newsletter
would increase membership.
Jennings rented Room 31-M at 1401 K
St. NW in Washington, D.C. CPIA had
always been headquartered in a city selected
by its secretary-treasurer. That changed in
1954, when Jennings became CPIA president and established a permanent office in
Washington, D.C. At first, the association
shared office space with the National Bureau
for Lathing and Plastering. Later, CPIA
found its own space nearby.
