Government Elearning - Spring 2009 - (Page 10) News 2009 Stimulus Act Assists Public Sector The American Recovery and Reinvestment Act of 2009 (ARRA) targets investments in key areas to save or create jobs and jump-start longterm economic growth. The $789 billion package will create or save 3.5 million jobs over the next two years, with more than 90 percent in the private sector, according to the Council of Economic Advisers. Within the public sector, states and educational sectors benefit significantly. Education receives an injection of funding to retain teachers. Students also see an increase in college grant limits. According to the Bureau of Labor Statistics, about 3.6 million jobs have disappeared since the recession began in December 2007. The ARRA could erase that job loss, according to the Council of Economic Advisors. Here is how the money is allocated: >> Tax relief - $288 billion >> State and local fiscal relief - $144 billion >> Infrastructure and science - $111 billion >> Protecting the vulnerable - $81 billion >> Health care - $59 billion >> Education and training - $53 billion >> Energy - $43 billion >> Other - $8 billion Tax relief includes $15 billion for infrastructure and science, $61 billion for protecting the vulnerable, $25 billion for education and training, $22 billion for energy, so total funds are $126 billion for infrastructure and science, $142 billion for protecting the vulnerable, $78 billion for education and training, and $65 billion for energy. The state and local fiscal relief will go toward preventing cuts to health and education programs and tax increases.
