The Year in Infrastructure 2008 - (Page 14) innovation in cadastre and land development – Winner ISKI Genel Müdürlügü Asset Management Information System of Istanbul Water and Sewerage Administration Istanbul, Turkey iSKi provides the water supply for the city of istanbul, turkey, and needed accurate parcel data that contained both geospatial location and updated real-estate properties. This project required both CAD and GIS technology on the same platform because thousands of photogrammetric maps, cadastral maps, and raster images were to be used in addition to GIS data. An asset management information system was designed to include a land data input program; an XFM-Oracle transfer program; a GIS data input program; and a GIS administration program enabling the management, querying, analysis, and reporting of all the data entered. Completed in conjunction with the ISKI Infrastructure Project, the system gives ISKI professionals quick access to accurate data through query applications that pull up thematic maps for parcels according to district, subdistrict, and road; information about the parcel’s current situation and whether it is occupied; land registry information; identification of ISKI facilities located on the parcel; case information; and rent information. The resulting time savings, calculated at a rate of 7.5 hours per document and nearly 2,250 documents per year, totals about 16,845 man-hours. The project will recoup approximately 80 percent of its cost in time savings alone. Using MicroStation and other Bentley solutions, ISKI’s assets have been integrated into the GIS system within XFM technology, which creates real dynamic objects through geospatial administration. As the first XFM object modeling in Turkey, this project not only enables ISKI personnel to spend valuable time on other jobs, but also allows for better collaboration between departments by permitting sharing of land registry and parcel information. bE AwARd wINNER WinnEr 14
