The Year in Infrastructure 2008 - (Page 17) innovation in cadastre and land development Centro Nacional de Registros Development of National Land and Property System San Salvador, El Salvador this project was a response to the lack of accurate cadastral information in El Salvador. To meet the country’s cadastral needs, several MicroStationbased applications were developed. Using Bentley Geo Web Publisher, Centro Nacional de Registros can now publish its cadastral projects for its many offices around the country. As a result, more than two-thirds of El Salvador’s population – 3.5 million people – have access to an automated, reliable, and up-to-date cadastral system. Other benefits of the new system include security of the data (using JPG files), quick performance (web-based), and low cost (one server, one license). The system provides a 40 percent reduction in time and approximately $500,000 cost savings in revision and publishing of documents. It has 54 users creating base data with ground survey methods and MicroStation as well as seven planners maintaining urban plans, cadastre, and zoning implementation using the same MicroStation system. In-house applications allow use of geodetic data computations including map projection as well as output of cadastral maps. The goal of this project is to provide the government with a geospatial intranet. It will include automation of the preparation of legal owner documentation. Transparent communications between disparate systems is made possible by using a wide-area network. MicroStation and MicroStation GeoGraphics allowed the department to continue the work of its engineering departments with no changes and no added cost.
