The 3D visualization tools have proved essential in complex projects such as gas pipeline integrity verification and electric substation design. The collaborative environment guarantees a fully coordinated and integrated design, even when engineers work for outside consultants. By evaluating spatial coordinates and interfaces with existing structures ahead of construction, engineers eliminate the costs associated with correcting on-site conflicts. Aside from construction-related savings, BGE’s total direct and indirect IT-related costs for supporting Bentley products have decreased 46 percent since implementing the CAD/GIS job design application. In addition, total cost of ownership related to communications, software, hardware, administration, development, and support have decreased by an average of 4 percent across the board. Bentley solutions have allowed the utility to align work orders with IT strategic objectives, scale to support distributed organizations including outside consultants, integrate and automate work processes, and accommodate different engineering disciplines using multiple workspaces. In this managed environment, the IT accounts management team rigorously administers access privileges and maintains authorized BGE Bentley user groups. Rights to drawings, folders, and files are restricted and managed by the CAD manager and IT account manager. The BGE Bentley system is such a core component of the utility’s operating environment that a corporate intranet site has been set up specifically for the BGE Bentley community. The BGE Bentley system represents a significant investment, and the utility has put into place an extensive tracking system to monitor its usage, tally work activities, and measure performance. If return on investment is an indicator of success, then this metric presents the final proof. Since completion of the system in 2004, BGE has reduced IT spending for Bentley product-related costs by 80 percent while simultaneously delivering 75 percent more business value. Since its settlement as a penal colony in 1804, the deepwater port has evolved into a hub for maritime activity, nightlife, recreation, and cultural events. City planners have identified sites for potential redevelopment, as well as public and private properties that were underutilized or undeveloped. More than any other place, it defines the identity and vitality of the people. It’s no wonder, then, that proposals for waterfront development and land use inevitably become the focus of controversy. Waterfront Project to develop an Urban Design Framework (UDF) for assessing development proposals. To visualize how development would impact the waterfront, the state contracted with Hydro Tasmania to build an accurate, photorealistic 3D model incorporating the draft UDF building envelopes for sites earmarked as likely to be developed. The model would allow planners to generate images that illustrate how the landscape would change and what the visual impact would be if developers built in accordance with the UDF guidelines. Hydro Tasmania captured spatial data using detailed photogrammetric surveys, rectified aerial photography, building façade photography, architectural plans, field surveys, and state mapping data. Bentley software enabled the designers to collate and compile these diverse inputs into a spatially referenced and accurate 3D model. “Hydro Tasmania has the advantage of a fully integrated surveying, photogrammetric, and CAD environment build upon a MicroStation platform,” said Hayden Foley, geospatial administrator. “This is important because 3D models built by Hydro Tasmania can be easily tweaked and enhanced on the fly.” Planners used the model to evaluate various concepts for the 15 development sites and predict how each option would affect waterfront appearance, activity, mobility, and infrastructure requirements—both for the individual sites and the area as a whole. The model made clear the potential consequences of development concepts that did not conform with the UDF. As part of the community consultation process, the 3D model was displayed in a public square in large-screen, broadcast-quality format as a continuous loop video incorporating animation, timelapse imaging, and panoramic views of the waterfront.
