The three-step modeling process included data acquisition, data processing, and specialized output. Bentley software supported seamless data transfer between surveyors, photogrammetrists, and CAD professionals. Spatial data captured from disparate sources flowed directly into the common DGN format, enabling post-processing in the CAD environment. Bentley software enabled designers to create photorealistic effects, such as modeling yachts in the marina, recreating unique street art and furniture along the waterfront, emulating sunlight at different times of year, replicating various viewing angles and drive-through scenarios, and animating flowing water. Using an inhouse built Virtual Forest Building application, designers even automated the task of creating time-lapsed growth for virtual trees once the model was completed, they could immediately start generating animation sequences, which saved time and reduced bottlenecks. Final rendering was also spread over several machines running the same animation script to share the workload. The 3D model and draft UDF were exhibited from December 2003 to February 2004. Community feedback made it clear that the citizens of Hobart wanted a visionary plan that would set guidelines for design excellence. In May 2004, the Tasmanian government released the final Hobart Waterfront UDF, providing the fundamental concepts and principles to guide development.
