When an additional 73 city employees and two subcontractors needed access to information generated by the engineering department, Alpena introduced Bentley View—a free DWG, DGN, and CAD file viewer—to allow users to view, comment on, and print drawings. When the time came for these new users to gain the ability to change and update elements they viewed, the city joined Bentley’s Municipal License Subscription (MLS) program. The MLS program allowed Alpena to obtain unlimited licenses for many Bentley products for a fixed yearly fee based on population. The engineering department, however, first had to overcome two hurdles: justifying the need for new applications when it was already accomplishing its tasks without them, and paying for MLS out of a fund that replenishes itself by charging rent to an asset that the city owns. MLS marked the first time the department equipment fund would be used to pay for an ongoing subscription service without actual ownership of an asset.
