The report considered the energy and environmental effects if 20 percent of generating capacity in the U.S. came from CHP. They found that if this goal was attained by 2030, there would be a 60 percent reduction of the projected increase in carbon dioxide emissions and annual fuel savings of 5.3 quadrillion BTUs. Currently, CHP use in the U.S. saves more than 1.9 quadrillion BTUs of fuel consumption and annual C02 emissions equivalent to removing more than 45 million cars from the road. The control technology has previously received national standards designation from European, U.S, and Chinese standards agencies. The ratification is expected to enhance the adoption and use of this technology within the worldwide controls market. The technology is used in building infrastructure, outdoor lighting, transportation, utility, process control, and home automation. The European Commission has published a draft of revisions for the Restriction of Hazardous Substances (RoHS) and the Waste Electrical and Electronic Equipment (WEEE) directives. The proposed directives set higher, but more flexible targets on the collection and recycling of electrical and electronic equipment. The directives have been in place since 2004 and to date only about a third of electrical and electronic waste is treated in line with these laws. The other twothirds go into landfills. The directives would also improve their compatibility with other EU legislation such as the Waste Framework Directive and REACH (Registration, Evaluation, Authorization and Restriction of Chemicals). Under the new WEEE directive, registration and reporting obligations for producers would be harmonized and national registers would be made interoperable. The WEEE revision sets a binding target for the collection of electrical and electronic control instruments.
