The following is a letter to the editor regarding an article in the February issue of PCI. The author’s response is included as well. Dear Ms. Brezinski, The Cool Roof Rating Council (CRRC) would like to respond to the editorial piece printed in PCI Magazine’s February 2008 edition by Chris Fisher entitled, “Current Green Coatings Do Little to Protect the Environment.” While we appreciate Mr. Fisher’s message and the intent of the article, Mr. Fisher misrepresented the CRRC and its Product Rating Program, and we would like to clarify our mission and procedures. We understand that there is quite a bit of general confusion surrounding the relation of the CRRC to the California Energy Commission (CEC), and how each operates. The CRRC is a non-profit 501(c)3 organization, which maintains a fair, accurate and credible ratings program for reporting the radiative properties of roof surfaces. The CRRC does not set minimum requirements for these properties; any product may be rated with the CRRC. The CRRC simply reports the measured values for solar reflectance and thermal emittance. The California Energy Commission (CEC) maintains the California Building Energy Code, Title 24, which references the CRRC as the sole supervisory entity from which they will accept ratings to comply with the code. On page 40, Mr. Fisher writes, “The CRRC heat-reflective standard for low-pitched roofs is a solar reflectance of 0.70 and a thermal emittance of 0.75.” It is the CEC, not the CRRC, which sets these minimum requirements for solar reflectance and thermal emittance of roofing product surfaces. The CEC does require that products be rated by the CRRC; therefore a CRRC-rated product that meets the CEC’s minimum radiative property requirements is Title 24-compliant. Likewise, it is the CEC’s regulations that include the ASTM D6083 durability requirement; the CRRC does not include this requirement for CRRC-rated products. Mr. Fisher also writes, “Products registered with the CRRC are energy-efficient, durable, sustainable and have low VOCs (many are lower than GS-11-certified coatings). Compliant coatings also help combat global warming, rolling blackouts and urban Heat Islands.” The CRRC does not maintain a definition for what a cool roof is or distinguish which products are “cool”. Many CRRC-rated products do have high reflectance and emittance values and are, therefore, energy-efficient, but there is no threshold to rate a product with the CRRC. Perhaps Mr. Fisher intended to say that field-applied coating products that comply with Title 24 are energy-efficient, durable and sustainable.
