Carbon Trading Begins The first carbon trading event was to take place at the end of September. A coalition of 10 Northeastern states put together a plan to require power plants to purchase credits to maintain emissions steady through 2014. The states are Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New Hampshire, New York, Rhode Island and Vermont. Two other well-known coalitions, the Western Climate Initiative and the Midwestern Greenhouse Gas Accord, are planning similar activities. Currently, power plants in the 10-state region produce 188 million tons per year of CO2 gases. Over the next 10 years, plants will be required to gradually reduce emissions until they are at least 10 percent below currently levels by 2018. Companies that cannot reduce emissions will be allowed to purchase allowances from other facilities in the area that have been able to reduce emissions. Companies can also buy offset credits to help reach their goals. The auction will be held online to those that have qualified to participate. A floor will be set at $1.86 per ton. Facility owners claim the consumer will be hurt as this will increase electrical rates. A similar program in Europe saw prices for allowances sell for up to $48 per ton at auction. Proponents of the plan point out that a similar argument was made about SO2 emissions that were never realized. U.S. Court Upholds Construction Pollution Rules In September, the 9th U.S. Circuit Court of Appeals, in Pasadena, Calif., affirmed a decision that the EPA must set standards to control storm water pollution from strip malls, subdivisions and other new development.
