The EPA is proposing that these lands could be used to produce electricity to meet society’s demands. he EPA is proposing a novel approach to use land that is currently unusable because of contamination to provide energy to nearby residences and businesses. The agency has identified thousands of properties that could host biomass production, solar panels or wind turbines. “EPA is putting renewable energy production on the virtual map,” said EPA Administrator Stephen L. Johnson. “Our new interactive website encourages states and energy companies to put previously contaminated properties back to work.” The EPA worked with the DOE’s National Renewable Energy Laboratory and combined databases to build a map using Google Earth to pinpoint potential properties. T EPA Finalizes NESHAP Rule The EPA recently announced it is amending the National Emission Standards for Hazardous Air Pollutants rule for new and existing hazardous waste combustors. The rule is the final action regarding the eight issues for which the agency granted reconsideration in September 2006. The revisions also address comments received in response to a September 2007 notice. The changes include: • Revising the new source particulate matter standards for cement kilns and incinerators that burn hazardous waste to better reflect the performance of the best-controlled source over time. The change in the standards resulted from consideration of additional performance data; • Amending the particulate matter detection system provisions and revisions to the health-based compliance alternative provisions for total chlorine; • Identifying the emissions standards the EPA intends to defend in pending 10 Pollution Engineering DECEMBER2008 litigation and is responding to public comments on a related Sept. 27, 2007 notice; and • Making several corrections and clarifications to the rule. The revised provisions, effective immediately, did not change the Oct. 14, 2008, compliance date established by the October 2005 final rule. The final rule was published in the Federal Register in early November. Amends REACH The European Union amended its Registration, Evaluation, Authorization and Restrictions of Chemicals reach rules to drop some listed chemicals and add others. Vitamin A, carbon, graphite and limestone were removed from the Annex IV section. Helium, krypton, neon and xenon noble gases were added. Also, fructose, galactose and lactose were added to Annex IV. Certain existing entries on oils, fats, waxes, fatty acids, and their salts should be Steel Tank Institute Design Passes Test The Steel Tank Institute, working with the Steel Plate Fabricators Association, developed and will license the Fireguard Tank design. The system has passed the California Air Resources Board standing loss control test as required by the board’s new enhanced vapor recovery certification, which will become effective Jan. 1, 2009. The test procedure was designed to demonstrate that a tank system could reduce evaporative emissions from an aboveground tank by 90 percent or more.
