Pollution Engineering - January 2009 - (Page 7) EDITOR'SDESK The Shape of Things to Come In a time of new beginnings, are there signs of what we have to look forward to in our industry? W elcome to 2009. This new year brings with it the promise of change, and perhaps tremendous uncertainty. Most readers of Pollution Engineering are environmental engineers or some other type of environmental professional. According to a report in 2008 by the Bureau of Labor Statistics (BLS), environmental engineers made up 3.6 percent of most engineering titles. The agency predicted that job growth through 2016 would be an average of 2 to 3 percent per year. However, they also predicted that environmental engineers should enjoy an employment growth of 25 percent. They predict a shift in emphasis toward prevention rather than control, and that public health concerns would become more prevalent. Finally, the agency suggested that this business segment should be less impacted by a poor economy than most, but that a significantly severe economic downturn also could impact environmental engineering. These predictions seem to fit with some of the reorganizations we are witnessing in Washington. Rep. Henry Waxman, D-Calif., was successful at moving into the chair of the House Energy & Commerce Committee, effective this month. According to CNBC, Waxman pushed for this new role with an emphasis on energy, claiming that the committee hadn’t made enough progress on global warming and the environment. His upper house counterpart will remain fellow California Democrat Barbara Boxer, chairman of the Senate Environment and Public Works committee. As I am writing this, President-elect Obama has not yet finalized his choice for the head of the EPA but it is expected that whoever it is will be ready to work with Waxman and Boxer to tackle a very different agenda than what we have had for nearly the past decade. Sen. Joe Lieberman, I-Conn., has stepped down from the environmental committee but he recently announced he would be proposing new environmental legislation early in the next session. Other congressional leaders have also expressed a desire to suggest changes in environmental affairs. Does this suggest change? Most certainly it does. Does this suggest an end to uncertainty? It does not. However, I do think that the economy will stabilize in 2009. There will be a growth in environmental rules and regulations, and companies will have to increase budgets for their environmental responsibilities, which will mean growth in employment and consultant opportunities.
