Building Coal Plants Could Reduce Emissions According to a report by the McIlvaine Company, the United States could reduce emissions and CO2 to below 1990 levels by 2020 by replacing old power plants with today’s technology. Europe is currently doing just that as a way to not only reduce emissions but control costs. Robert McIlvaine, company president, said that by retiring the old plants and replacing them with new technology would be acceptable to the environmental community and allow the continued development of improving electricity generation technologies. The benefits of replacing these plants would be a 30-percent reduction in CO2 emissions, an 80-percent reduction in environmental burdens, a $600 million investment stimulus and a 30 percent reduction in coal use with no increase in electricity cost. Regulators could require the co-firing of biomass that would further reduce the carbon emissions.
