Combined net cash flow for the plasma arc facility and the curbside to landfill operations would be about $9 million per year of positive cash flow. That’s not the only financing option. The facility would likely qualify for a Clean Renewable Energy Bond (CREBs). If CREBs financing was used, the bond payment for the gasification facility would be under $7.3 million a year, and a net revenue of $6.8 million per year for 14-year financing. Thus, the combined revenue for the plasma arc gasification facility and the curbside to landfill operations would be about $10.6 million per year. Under such a financing plan, the bond for the plasma arc gasification facility could be paid off in about nine years. Then the positive cash flow would become about $18 million per year for the lifecycle of the facility. Through such a plan, a local solid waste/garbage collection and disposal program could create a positive cash flow for the community. By using this cash flow to convert MSW to energy, additional revenue for the community could be generated. PE Gary C.
