San Manuel Custom Book - (Page 18) A SYSTEM BASED ON TRADITION Building a tribal government on San Manuel D ay in and day out, seven democratically elected citizens of the San Manuel Band of Serrano Mission Indians gather in a conference room in the tribe’s hillside Community Center to discuss tribal government operations and business enterprises. The Business Committee, whose members are elected for twoyear terms, make key decisions regarding tribal governance, business ventures, federal, state and local issues and assistance to civic and community groups. But matters of policy are left to the General Council, which consists of all adult members of the approximately 200-member tribe. The General Council, which gathers in a large, modern upstairs meeting room, serves as the legislative branch of the tribal government, enacting laws and making decisions on all major tribal matters. “Our system of governance is built on our tradition of communal decision making,” said former Vice Chairman Vincent Duro.“It’s a system that is steeped in Serrano culture. It has served us well for generations.” STRENGTHENING TRIBAL GOVERNANCE San Manuel has strictly adhered to the congressional intent of the Indian Gaming Regulatory Act of 1988, which was enacted to help tribes strengthen 18
