Our future depends on our ability to create a community based on a foundation of sovereignty; one that provides our citizens with strong, responsible and responsive government; economic stability; and a healthy and nurturing spiritual, social and cultural environment.’ We have diversified our tribal economy, which now includes hotels and commercial and industrial property here in San Bernardino County and throughout the United States. Citizens of San Manuel now have adequate housing and access to health care and educational opportunities. Our future, however, does not rest with gaming and the accumulation of wealth. That is what we on San Manuel have been doing over the past two decades; strengthening our tribal government and rebuilding our community. Jerry Paresa, who heads our intergovernmental affairs, believes it has taken most municipal, county and state governments more than a century to accomplish what we have succeeded in doing in just the last 20 years. I agree. We have built a tribal government that today consists of numerous departments dealing with public safety and fire protection; public works and environmental protection; education and language revitalization; administration and risk management; gaming regulations and human resources; inter-government and public affairs; real estate and project development; tribal finance and legal affairs. We have come a long way. But we have a long ways to go. We need to continue to create solid governmentto-government relationships with federal, state, county and municipal agencies; relationships based not only on laws and contractual obligations, but trust, mutual respect and common goals. It is important that we work together – Indians and non-Indians – for the betterment of all people. It is our goal to become an equal partner, politically, economically and socially with our non-Indian neighbors. Only in truly rebuilding our community and providing a better quality of life for the citizens of San Manuel can we reach common ground.
