Boat U.S. - January 2009 - (Page 18) Hull Number Agreement Reached After nearly 20 years of talk, study, and negotiation, an agreement reached between boat manufacturers and law enforcement officials over hull identification numbers stands to benefit everyone in between, from boat insurance companies and marine lenders to boat dealers and even individual boaters themselves. In October, at a meeting led by the National Marine Manufacturers Association, all sides agreed to institute an expanded data-collection and reporting system for new boats with the aid of the National Insurance Crime Bureau. That puts boat record-keeping on a par with the automotive industry’s Vehicle Identification Number (VIN) system, but without any extra numbers and little added costs for the boating industry. Automobiles carry a 17-digit VIN off the assembly line to identify most every detail of each new car. Boats have a 12-digit Hull Identification Number (HIN), thus fewer specifics about each hull, and for years the National Association of State Boating Law Administrators has argued for a 17-digit system for boats. An expanded information system would help in recovering stolen boats, conducting accident investigations, and cutting insurance fraud. But boatbuilders resisted, citing retooling, software, and recording expenses that could run into the millions of dollars, all of which would add to the price of new boats. Under the new agreement, manufacturers will report additional data to the bureau before a boat is shipped to the dealer. Information in the bureau database can then be made available to any police officer or marine law enforcement officer dealing with a suspect boat, accident, or theft. The system could also expand the Coast Guard’s productrecall capabilities. This spring Brunswick Corpora-tion is expected to institute the system on a trial basis for its new boats.
