A hishis toric economic crisis, wars on two fronts, loomloom ing environmental threats — these are the priorities Barack Obama has singled out for prompt attention. Yet we also know that the decisions a president makes in Washington can profoundly influence the quality of our lives on San Francisco Bay, on Biscayne Bay, in all our lakes, and all along our rivers and coasts. In the 1980s, Ronald Reagan’s expanded defense budget brought the $12-billion global positioning system to civilians, revolutionizing our sport.
