Scuttlebutt Magazine - June 2008 - (Page 34) Page 34 • June 2008 www.scuttlebutt.com Embankment at Red Wing will be strengthened Although it doesn’t seem like much, tows have hit the dam at Lock 3 near Red Wing eleven times since 1968. When the water is low, the river does its best to shove the tow into the dam. A damaged dam gate could lead to a catastrophe. A possibility is that rising waters could wash out embankments on the Wisconsin side of the river, allowing the river level above the dam to drop, forcing the shutdown of power plants upstream that rely on the river for cooling. The Army Corps of Engineers plans to strengthen the embankments on the Wisconsin side of the river and double the length of the lock guide wall by extending it upstream another 862 feet. It is estimated the project will cost $78,600,000. Construction is scheduled to begin in 1020, but the Corps has begun buying land to offset habitat that will be lost as a result of the construction. The new embankments must be kept treeless to protect the dikes from being undermined by tree roots. The Corps plans to buy at least 313 acres of agricultural land and restore it to floodplain forest to mitigate land lost to construction. The land will be bought from willing sellers and will be open to the public after it is restored. The first plot is 78 acres adjacent to the Rush River in Pierce County, Wis. The embankment construction will take place in Pierce County. Trees will probably be planted in the plot next fall. Some restrictions will be needed to protect the trees for a few years, then the land should be open to more activities. The Corps is working with the Wisconsin Department of Natural Resources (DNR) on the land acquisitions. The new dikes will probably not be accessible to the public. They will be designed to allow water to flow over them when the river is high, and water will flow through spillways when the river is lower. Three sets of dikes will ease the flow of water in stages from Pool 3 to Pool 4.
