As part of the county’s effort to shift shoppers’ preference toward reusable bags, the measure imposes a 10-centa-bag surcharge on paper bags. There will be an exception for plastic bags to be used on fruits, vegetables and raw meat to prevent contamination with other grocery items. They are what we call in our county, ‘urban tumbleweed.’” The new law affects 1.1 million people who live in the county’s unincorporated areas and will go into effect in July. At that time, 67 supermarkets and pharmacies will be required to stop using plastic bags entirely, and the ban will extend to 1,000 stores by January 2012. In mid-December, San Jose, Calif., became the largest U.S. city to ban plastic carryout bags, but its ban will not go into effect until January 2012.
