Infrastructure Ontario is embracing sustainability by constructing a technologically advanced facility to consolidate Superior and Ontario Courts justice services under one facility. The Durham Consolidated Courthouse project in Oshawa, Ontario, will serve the judicial needs of the community from one location, rather than from eight courthouses as it previously had. In addition, the LEED silvercertiﬁed building – which is currently under review for certiﬁcation – serves as a model for energy management, conservation and reducing indoor air pollutants. downtown Oshawa based on a competitive bid process. The 450,000-squarefoot building will house 33 courtrooms, three motions rooms, two conference/ settlement rooms and related legal and court services. The Durham courthouse is being delivered as a design/build/ﬁnance/operate project under Infrastructure Ontario’s Alternate Financing Program (AFP). AFP is an innovative approach by the government to deliver on its commitment to maintain and expand public infrastructure. The model uses private ﬁnancing to strategically rebuild vital infrastructure – on time and on budget – while ensuring public control and ownership. The government is using private-
AFP projects are generally large, complex jobs that temporarily transfer risks to the private sector. Infrastructure Ontario says their benefits include: > Eliminating cost and schedule overruns; > Better coordination; and > More accountability in the planning, construction and maintenance phases of each project.
