BY B RO O K E I N F U S I N O Infrastructure Ontario is embracing sustainability by constructing a technologically advanced facility to consolidate Superior and Ontario Courts justice services under one facility. The Durham Consolidated Courthouse project in Oshawa, Ontario, will serve the judicial needs of the community from one location, rather than from eight courthouses as it previously had. In addition, the LEED silvercertified building – which is currently under review for certification – serves as a model for energy management, conservation and reducing indoor air pollutants. PCL Constructors Inc. was selected to construct the Durham courthouse in -----------------------------------------------[ P R O F I L E ] PCL Constructors: Durham Consolidated Courthouse Project value: $210 million Location: Oshawa, Ontario Scope: Consolidated courthouse Employees: 425 at peak -------------------------------------------------------------// The Durham Consolidated Courthouse is being built through Ontario’s Alternate Financing Program. downtown Oshawa based on a competitive bid process. The 450,000-squarefoot building will house 33 courtrooms, three motions rooms, two conference/ settlement rooms and related legal and court services. The Durham courthouse is being delivered as a design/build/finance/operate project under Infrastructure Ontario’s Alternate Financing Program (AFP). AFP is an innovative approach by the government to deliver on its commitment to maintain and expand public infrastructure. The model uses private financing to strategically rebuild vital infrastructure – on time and on budget – while ensuring public control and ownership.
