Revision dated October 30, 2008 From Our “You Can’t Make This Up” Department The actions of a persistent prison inmate on death row in a Texas prison may lead to a change in the federal ban against the jamming of cell phones. According to report posted on MSNBC. com, investigators found that prisoner Richard Talber made more than 2800 cell phone calls from his prison cell, including a call in which he allegedly threatened the family of Texas state Senator John Whitmire. Whitmore chairs the senate’s Criminal Justice Committee, which oversees the state’s prison system. Although inmates are prohibited from using cell phones, Talber reportedly paid a guard $2100 to obtain the contraband cell phone, after which he shared it with at least nine other death row inmates. Talber’s mother was later arrested and charged with paying the phone bill. The problem with the use of contraband cell phones is reportedly so widespread that prison officials in Texas and in other states have petitioned the Federal Communications Commission and Congress to modify existing restrictions against the use of cell phone jamming systems.
