NewsBreaks From Our “You Can’t Make This Stuff Up” Department According to a report from Reuters News Service, Venezuelan President Hugo Chavez has ordered the clocks in his country turned back by 30 minutes to boost the amount of natural light available to his country’s citizens. The order, which was announced in August and slated to take effect in September, will place the entire country on Greenwich Mean Time (GMT) minus 4 hours and 30 minutes. The former setting was GMT minus 4 hours. Venezuelan Science and Technology Minister Hector Navarro told reporters that the change would provide “a more fair distribution of the sunrise,” which he said would be particularly beneficial for children who wake up before dawn to go to school. Navarro said that the Venezuelan government is considering additional measures that would “make more effective use of time.” Looking Back: Items from Past Issues of Conformity Here is a look back at some of the topics we’ve covered in the NewsBreaks section of Conformity during the past decade: One year ago Commission Begins Rulemaking for “MedRadio” Service “To support the increased number of medical devices whose functionality depends in part on radio transmission, the Federal Communications Commission (FCC) has begun an effort to allocate a portion of the electromagnetic spectrum for advanced medical radio communication devices. In a Notice of Proposed Rulemaking, the Commission is seeking comments on its plans to designate an additional two-megahertz of spectrum for such devices in the 401-402 MHz band and in the 405-406 MHz band. When combined with the existing Medical Implant Communications Services (MICS) band at 402-405 MHz, a total of 5 MHz of spectrum, to be relabeled as the MedRadio service spectrum, would be available for medical device radiocommunications.” Conformity, October 2006 Five years ago ACTA Announces Tougher Filing Requirements “The Administrative Council for Terminal Attachments (ACTA) has issued new, more stringent filing requirements for parties required to submit information for inclusion in its database of Part 68 compliant equipment. Manufacturers and other parties placing telecommunications equipment on the market in the United States must ensure that the required product information is available for retrieval from the ACTA Database of Approved Terminal Equipment prior to the connection of that product to the public switched telephone network (PSTN), or to private line services that require such approval.” Conformity, October 2002. Ten years ago FCC’s Guidelines on RW/MW Exposure Released “The Federal Communications Commission (FCC) has finally published its long awaited revision to its OET Bulletin 65, Evaluating Compliance with FCC Guidelines for Human Exposure to Radiofrequency Electromagnetic Fields. The newly published OET Bulletin 65 incorporates the new guidelines and procedures for evaluating the effects of RF emissions adopted by the FCC last year.
