FCC Releases Report on Canada Still Has PCS Telephone Numbering Spectrum to Assign The Canadian Department of Industry Resource Utilization is advising interested parties of the The Federal Communications Commission (FCC) has released its annual report on the utilization of telephone numbers allocated to telecommunications carriers. The Commission requires carriers to regularly report statistics on the telephone numbers that have been allocated to them for phone service subscribers, to help ensure the most effective use of available numbers under the North American Numbering Plan (NANP). This regular reporting allows for the reallocation of blocks of numbers between carriers when required, and ultimately helps to preserve the current 10-digit numbering scheme despite the rapidly escalating demand for phone numbers. The report compiles data that was received by the FCC through December 31, 2006. Some of the findings include: • Overall, 43.3% of all available telephone numbers have been assigned to end users; • The utilization rate for Incumbent Local Exchange Carriers (ILECs) declined to 50.2%, from 52.4% six months earlier; • The utilization rate for Cellular/PCS carriers increased to 60.4% from 59.1% six months earlier; • Through June 30, 2006, the practice of “thousands-block pooling” (in which phone numbers are distributed in blocks of 1000 rather than blocks of 10,000) has made it unnecessary to distribute about 261 million additional telephone numbers. availability of spectrum for the operation of Personal Communications Services (PCS) in the 2GHz frequency range in some of the more remote regions of the country. Canada has previously auctioned off PCS spectrum blocks for service areas throughout most of Canada, but currently has PCS spectrum available in seven separate service areas. The available service areas include three in Northern Quebec (each with an average population of about 187,000 people), three in Yukon and the Northwest Territories (each with an average population of just under 93,000 people), and one in Saskatchewan (the largest service area currently available, with a population of just under 1 million people). Finally, the Commission has published an updated list of standards that can be used to demonstrate conformity with the essential requirements of its Directive 98/79/EC, dealing with in vitro diagnostic medical devices.
