The Commission has referred the complaints to the Inspector General for further investigation, but warns regulatory fee payers to make any on-line payments only through the Commission’s authorized website at www.fcc.gov/feefiler. ESDA, JEDEC Announce Standards Development Cooperation The ESD Association and the JEDEC Solid State Technology Association have announced a partnership to develop joint standards in the area of electrostatic discharge sensitivity testing. According to a press release issued by the ESD Association, the ESD Association and JEDEC will form a joint task force for standardization work, in which volunteers from both organizations will participate. The expectation is that the combined effort will lead to the development of unified test methods for ESD, thereby alleviating confusion among manufacturers. The technical committee program will announce the selected presentations on or before December 5th. The second event is the 31st Annual EOS/ESD Symposium, scheduled for next August 30th through September 4th in Anaheim, CA. For this event, proposed papers should deal with work in any of the following areas: component-level EOS/ESD, systemlevel EOS/ESD issues, EOS/ESD factory level and materials technology, electrostatic considerations, magnetic recording heads and ultra-sensitive devices, and ESD standardscomponents, systems and factory. Submissions for proposed papers for the EOS/ESD Symposium must include a 50 word abstract, and a four page maximum summary of the work. The deadline for submission of proposed paper abstracts and summaries is January 9, 2009, with the submission of the finished paper due by not later than June 5, 2009. Commission Releases Data on Local Telephone Competition The Federal Communications Commission (FCC) has released a report on local telephone competition, reflecting data submitted by incumbent and competitive local exchange carriers through December 31, 2007. The statistics highlighted in the report include the following summary points: End-user customers obtained local telephone services using about 129.7 million incumbent local exchange carrier’s (LEC’s) switch access lines, 28.7 million competitive local exchange carrier’s (CLEC’s) switched access lines, and 249.2 million mobile subscriptions. LECs are the presubscribed interstate long distance carrier for 59% of the switched access lines they provide to end users; CLECs are the interstate long distance carrier for 78% of their switched access lines. Mobile telephone subscribers are up 9% over the prior year; only about 7% of these subscribers obtain their mobile phone service through resellers. ESD Association Call for Papers The ESD Association has issued a call for technical papers for two separate events in 2009. The first event is the third annual International Electrostatic Discharge Workshop (IEW), scheduled for May 18-21 in Lake Tahoe, CA, where the focus will be on the increasing importance of system-level ESD design and test, as well as the relationship between system and component-level ESD. According to an ESD Association press release, abstracts for proposed presentations at the 2009 IEW should be two pages including figures, and must clearly present the data and the significance of the results. Abstracts should be e-mailed in pdf format New Standards List Released for the EU’s Directive on the Safety of Toys The Commission of the European Union (EU) has published an updated list of standards that can be used to demonstrate conformity with the essential requirements of its directive relating to the safety of toys (88/378/EEC). The list of standards for the directive was published in September in the Official Journal of the European Union, and replaces all previously published standards lists.
