G lo B a l i N N o v a t o r ’ s a W a r d W i N N e r real e stat e MaNaGeMeNt Virtual Design and Construction: GSA’s National 3D-4D-BIM Program By cHarles Matta aNd calviN kaM I n 2003, the General Services Administration’s (GSA) Public Buildings Service (PBS) Office of the Chief Architect (OCA) established the National 3D-4DBIM Program. The primary goal of the National 3D-4D-BIM Program is to promote virtual design and construction through value-adding digital visualization, simulation and optimization technologies to increase quality and efficiency in the delivery and management of GSA capital assets. GSA has collaborated with all major stakeholders in the project management value chain, including service providers (e.g., architectural and design firms, BIM-authoring software vendors) and global public and private organizations (e.g., National Institute of Standards and Technology (NIST), International Alliance for Interoperability (IAI), Stanford University, Harvard University). As a result of GSA’s collaboration and outsourcing of 3D-4D-BIM services, the development of BIMauthoring software is now available publicly, along with technology standards and lessons learned. Our collaborations enable these service providers to gain valuable experience that can be utilized on future public and private projects. Several public and private owners, such as the Army Corps of Engineers and the Department of State, have begun to emulate GSA’s lead and collaborated with the GSA to adopt similar BIM initiatives, as have countries such as Norway, Finland, Netherlands, and Australia. GSA’s strategic and incremental adoption of technologies is a value-based model that relies upon measured performance metrics, the maturity of technology tools and process standards, and critical collaboration with service pro- viders to successfully introduce innovative changes to the current nature of design and construction work. As a result of this approach, the Program has been recognized by the design and construction industry for its leadership in increasing the quality and efficiency in the planning and delivery of GSA’s capital assets. cHalleNGes iN tHe curreNt BusiNess process In current practice, building designs and renovations are communicated in thousands of separate and often inconsistent two dimensional drawings that frequently exclude information needed for effective design evaluation. Furthermore, pertinent information becomes outdated or is not easily transferable to other project stakeholders.
