With GSA’s current capital investment program of over $12 billion, this waste translates to over $504 million of waste or rework on GSA projects. Gsa’s specific BusiNess cHalleNGes iNclude: n Tenant Phasing: Sub-optimized tenant phasing has resulted in significant cost and schedule delays, as well as customer dissatisfaction. Space measurement: Validating architectural and engineering (A/E) designs throughout the planning and design process is critical to managing project scope and cost. Until recently, GSA projects’ area take-offs have been calculated manually projected two-dimensional poly-lines and relied heavily on the spatial measurement knowledge of the individual performing the analysis, resulting in inconsistent and inaccurate spatial data. In addition, GSA’s National 3D-4D-BIM Program is actively promoting the implementation of various BIM technologies above the minimum requirements throughout a project’s lifecycle. tHe process of MaNdatiNG spatial proGraM BiM iNNovative delivery aNd MaNaGeMeNt of capital assets tHrouGH BiM n Errors and Omissions: Design coordination errors and omissions are frequently encountered on most new construction and renovation projects, which both adversely impact cost, schedule, and quality of projects. As-built documentation: For the large majority of GSA’s 8,500 owned or leased buildings across the United States, as-built documentation has been historically fragmented or incomplete, out-dated, or non-existent. GSA’s National 3D-4D-BIM Program has proactively and successfully improved the efficiency of project teams, improved customer satisfaction, and enabled financial savings in the delivery of a number of ongoing capital projects — from uncovering and mitigating errors and omissions, predicting potential obstacles and their impacts, introducing better design solutions, and enhancing tenant and contractor communications, to optimizing budget and schedule options. While specific By introducing a spatial program validation through 3D-4D-BIM, GSA has created an innovative process change to measuring space. As the largest owner of public and perhaps private commercial space in the United States, with a presence in 2000 communities nationwide, GSA must measure all of its space in a consistent and efficient manner. In the past, GSA has required A/Es to validate their own spatial program validation at the Concept design stage. A/Es had to understand the PBS Business Assignment Guide and ANSI-BOMA standard, which outlines how GSA measures space, and then create 2D polygons in the appropriate locations to measure the space.
