As-built documentation: Fast, complete, and accurate asbuilt data of existing buildings up to 6mm accuracy is now obtained using laser scanning technology within 3-5 days vs. a 5 feet discrepancy from a 3 weeks traditional as-built documentation. Tenant Phasing: Construction time is consistently reduced using BIM and there are improved customer relationships between GSA and over 3000 tenants. A recent renovation project realized a reduction of 19 percent in construction duration using 4D Phasing techniques. Space measurement: Accurate and automated space measurements are available to GSA project teams with less than a 5 percent variance within minutes, as opposed to weeks to complete the process with upwards of 50 percent variance. Energy Performance and Sustainability: Better accuracy, transparency in assumptions, and reliability in estimations of energy performance and major savings through mechanical system optimization have been realized using BIM. In one case, a 40 percent energy consumption discrepancy was found as compared to a traditional energy model. toWards a strateGic aNd iNcreMeNtal adoptioN of iNNovative tecHNoloGies Since 2003, GSA has initiated over 60 capital projects across the country using an array of 3D, 4D, and building information modeling (BIM) technologies in support of GSA business needs. Some of these projects include: spatial program BIM models for spatial program validation, 4D phasing for schedule optimization and improved customer relationships, 3D-laser scanning for accurate asbuilt documentation, and BIM-based energy analysis for predicting a facility’s future energy performance and sustainability. The Program has adopted a strategic and incremental approach to technology adoption. Bounded by federal acquisition regulations, GSA Office of the Chief Architect (OCA) is sensitive to the maturity of the marketplace, and potential associated costs and resources necessary to introduce change in professional practice. In particular, by prematurely mandating BIM adoption without sufficient support and reliable technologies, GSA risks failure to realize the benefits of BIM.
