Allstate Credit Division, of Jacksonville, Fla., provides finance and insurance products and services. LITHIA MOTORS INC. — Charlie Hughes, 63, to the board of directors. He is a former auto executive whose posts have included president and CEO of Mazda’s North American Operations and president and Hughes CEO of Land Rover North America. He is president of Brand Rules LLC, a consulting consortium in Severna Park, Md. Lithia Motors, of Medford, Ore., is a public dealership group. TOYOTA MOTOR NORTH AMERICA INC. — Erik Kirkhorn to director of state government affairs in the Washington office, responsible for strategies that support legislative, public policy and business development. He also will oversee the company’s lobbyists at the state level. Kirkhorn had been director of government relations for Convergys Corp., of Cincinnati, a relationship management company. VOLKSWAGEN GROUP — Ruediger Koch, 50, to board member for procurement at VW de Mexico, responsible for purchasing throughout North America.
