Congress and the Bush administration last September approved funding for an initial $25 billion in retooling loans. Ford has applied for $11 billion. No loans have been granted. Bruce Andrews, Ford’s vice president for government affairs, said he believes the program will be “robustly funded” because President Barack Obama likes it and some congres- sional Democratic leaders are enthusiastic about it. Andrews spoke last week on the sidelines of the Washington Auto Show. Separately at the show, Sue Cischke, Ford’s group vice president for sustainability, environment and safety engineering, said she sees “opportunity” in Obama’s decision to have the EPA review California’s request for permission to enforce rules on greenhouse gases from vehicles. Obama could have ordered the waiver granted as soon as he took office, Cischke said. Instead, she said, there is now time to get federal agencies and the states to work together “to do what’s good for the country.” Industry leaders say they need a national system to regulate greenhouse gases, mainly carbon dioxide, and fuel economy instead of a patchwork of state and federal rules. Ford announced that Johnson Controls-Saft will supply the battery system for Ford’s first production plugin electric hybrid, planned for 2012. Ford also announced more participants in a program of testing Ford Escapes that have been built as plug-in hybrids. TRUCKS WANTED ** WANTED ** NEW ’09 TUNDRAS (Must have RDR cards) A Chevrolet dealership in New York and its former owner are charged with illegally concealing from buyers the histories of used vehicles it sold — including an SUV that had been returned under the state’s lemon law. General Motors bought the assets of the dealership, Poughkeepsie Chevrolet, last November. GM is not a party to the state civil lawsuit. The suit, brought by New York Attorney General Andrew Cuomo, names the dealership and its former owner, Raymond Wilkinson. The state got a court order that freezes Wilkinson’s assets, including proceeds from his sale of the dealership to GM. Lawyers for Wilkinson say he did nothing illegal. Susan Garontakos, a GM spokeswoman, declined to say why the company acquired the dealership, now called Galleria Chevrolet-Cadillac. She would not comment on the charges against Wilkinson. Since February 2007, the state suit alleges, Poughkeepsie Chevrolet sold 10 retired rental cars and trucks and an SUV repurchased under New York’s lemon law, but did not disclose the vehicles’ histories. New York law says dealers must make such histories known to buyers because they can reduce used vehicles’ value. Mountaineer for $15,455. The vehicle title sent to the buyer included the warning: “This vehicle was returned to the manufacturer or dealer because it did not conform to its warranty.” The customer “had never been notified verbally or in writing by Poughkeepsie Chevrolet that the vehicle had been a lemon,” the suit says. The suit also alleges that Poughkeepsie Chevrolet forged buyers’ signatures on purchase documents, did not give buyers copies of service contracts they bought, and misrepresented those contracts’ coverage. ‘Sloppy’ practices Wilkinson’s lawyers, Leonard Bellavia and Stevan LaBonte, attribute the discrepancies in documents to employees’ “sloppy” record keeping. Under New York law, the lawyers argue, a seller need not disclose a used vehicle’s rental history unless such service accounted for more than half its prior use.
