Rep. John Dingell, D-Mich., chairman of the House Energy and Commerce Committee, said more hearings are needed, the latest signal that no measure will be enacted this year. But other lawmakers made clear that high energy prices and difficult economic conditions will make passage even more difficult when the ultimate debate occurs. Most of the proposals would place a cap on overall emissions of gases that contribute to global warming, mainly carbon dioxide, a byproduct of burning fuel. Utilities, factories and other sources would buy and sell emission allowances, effectively putting a price tag on carbon. HYUNDAI Expires June 30. Joe Barton of Texas, ranking Republican on the committee, said proposals to lower emissions to 80 percent less than 1990 levels could “take the U.S. economy off a cliff.” Adding a political dig, Barton attributed that goal to U.S. Sen. Barack Obama, D-Ill., the presumptive Democratic nominee for president. Even a milder climate proposal, which stalled this month in the Senate, would add $8,000 a year to the typical household’s expenses, he said. Rep. Fred Upton, R-Mich., warned that $4-a-gallon gasoline would look cheap if some climate proposals are enacted. He is a co-chairman of the Congressional Auto Caucus. Similarly, Rep. Mike Rogers, RMich., said it is “offensive” that Congress would even consider bills that would raise energy prices when so many people are struggling.
