Free college tuition
helps Tennessee
prepare a workforce
T
ennessee can already boast 900 auto
suppliers and three auto assembly
centers - Nissan in Smyrna and Dechard,
Volkswagen in Chattanooga and General
Motors in Spring Hill. But to attract
more, Tennessee has made workforce
development a key part of its message to
auto companies.
Four years ago, the state established
what it calls "Drive to 55" - a mission to
have 55 percent of all Tennessee adults
equipped with at least a community
college degree or a certificate from a
Tennessee College of Applied Technology
(TCAT) by the year 2025.
To help reach that goal, the state this
year passed the Tennessee Reconnect
act, allowing every Tennessean to enter
- or re-enter - community college or a
TCAT school, with all tuition paid for by
the state.
"That's every Tennessean, no matter
what their age is, as long as they
graduated high school," Rolfe says.
"Automotive jobs today are first class and
high-paying, but they require a high level
of expertise. Tennessee is the first state to
provide this tuition-free higher education
and training opportunity to all citizens,
and we believe any automaker thinking
of locating in Tennessee will take notice."
The end results will be the potential
of better life for those who participate.
But ultimately, the promise of a more
skilled population will attract advanced
industry, Rolfe says. Assembly plants
rely increasingly on automation and
technology, and auto companies are
demanding the best trained workers.

Indiana stability, resources extend the
welcome mat
W
hen BeijingWest Industries of
China announced plans this year
to build its first-ever U.S. production
plant in Indiana, it represented a new
chapter for the state's automotive sector.
BeijingWest will invest more than $80
million and create 425 high-wage jobs
in Greenfield, Ind., by 2021. The Chinese
company supplies automotive brake
and suspension systems to the global
market. The state will assist the launch
with $4.5 million in tax incentives, and
up to $200,000 in training grants.
Indiana wants to spread the word that
it intends to broaden its welcome mat to
new industry sectors - both geographic
and technologically.
The state already has attracted a
stream of Japanese and European auto
investment, on top of generations
of U.S. automotive company
commitments. "We are now looking
to also attract the electric vehicle and
autonomous vehicle industries, which
aren't part of the future anymore -
they're here already," says Elaine Bedel,
president of the Indiana Economic
Development Corp. "The state is
monitoring such developments at
research parks, and local auto industries
are teaming with universities like
Indiana, Notre Dame and Purdue to
advance these new ideas."
To appeal to both automakers and
suppliers, Indiana is promoting the
availability of its 1,000-acre Muscatatuck
Urban Training Center in the southeast
portion of the state along U.S. 50 near
Butlerville. Muscatatuck is a former
state hospital that closed and has been
converted into a spacious city-within-acity that can be used by automakers
and the military for training and to
test products.
"The entire huge complex is secluded
and self-contained, with nine miles
of roads and streets that allow auto
companies to go there and test their
vehicles in a very safe environment and
private setting," Bedel says. "The site
is evolving and becoming a preferred
destination for testing by companies from
around the world. There really isn't a citylike facility like this anywhere in America."
Bedel adds that Indiana is also wooing
automakers with low taxes, a reasonable
regulatory environment, and the
assurance of fiscal stability, a AAA bond
rating and almost $2 billion in reserve.
