BAE Systems establishes a local office of its Global Tactical Systems division, and a part of its Electronics, Intelligence & Support division arrives in 2003. 2003: Formal launch of Future Combat Systems, a massive 12-year Army weapons technology modernization program, with Chicago-based Boeing Co. as lead systems integrator and GDLS and BAE splitting the $87 billion Manned Ground Vehicles program, to field a family of new tracked armored vehicles sometime after 2015. Defense Secretary Robert Gates announced in 2009 that MGV was one of at least eight defense programs that would end or face elimination by this year. A new Army program executive office is taking proposals for the Ground Combat Vehicle, a successor vehicle project. Ann Arbor-based Altarum Institute spins out its Enterprise Solutions Division, which handles defense research applications, into new subsidiary NewVectors L.L.C., in order to focus the parent company resources on health care. Altarum goes on to sell NewVectors to Troy-based TechTeam Global Inc. for more than $34 million, and TechTeam makes it part of its Government Solutions division in Virginia. 2006: The Michigan Economic Development Corp. announces it has formed what later becomes the Defense Contract Coordination Center to coordinate defense contractLott ing for small and midsized businesses. Retired Gen. Bradley Lott becomes direc- tor in 2007, and Col. James Braden replaces him in late 2009. The nonprofit Michigan Homeland Security Consortium is also formed as a business development organization for Michigan companies with homeland security applicaBraden tions. 2008: GDLS and BAE obtain incentives worth more than $40 million to invest more than $60 million and add more than 950 new jobs over the next 12 years; both companies have since reported meeting most of their required benchmarks through job additions. The Macomb-Oakland University Incubator, aiding mainly defense- and homeland security-themed startup businesses, opens at the former Venture Industries building on 15 Mile Road in Sterling Heights and relocates to the former site of Transpec Worldwide, north of 14 Mile, in summer 2009.
