The decline would have been worse had Medicaid coverage not increased 7.2% in the same period. Four of the six insurance companies that reported membership gains offer mostly public insurance. “It’s predominantly the employer-sponsored insurance that’s declining,”said Steve Logan (above), the president of Aetna’s New York market. “You’re seeing employers not hiring at all, or they’re hiring full-time employees that they are not extending benefits to.” Aetna ranked No. 3 on Crain’s list with 1 million New York City members, a 7.5% decline from a year earlier. Aetna expects to see growth in its highdeductible plans. The company that reported the steepest fall in membership, Empire BlueCross BlueShield, attributed most of its 15.3% drop to a costsaving decision last fall to discontinue seven small group products as of April 2013. That will affect an estimated 250,000 workers and their families. The company still topped Crain’s list with 2.9 million New York City members. “Costs continue to outstrip wages, and health insurance has become a less affordable product for employer groups and individuals,” said Peter Newell, the director of the health insurance project at United Hospital Fund.
