Credit Union Magazine - January 2009 - (Page 40) Lending Low to modest means First disaster, now the economy Many New Orleans residents still feel the economic impact of Hurricane Katrina. So rising costs of everyday goods and services only make it tougher for members of ASI Federal Credit Union, Harahan, La., says Sarah Taylor, vice president of the $275 million asset community development credit union. More than 70,000 homes in New Orleans still are classified as blighted, according to the Brookings Institution, Washington, D.C., and public housing projects remain closed. The dearth of housing has pushed rent up to an average of $990 for a two-bedroom apartment that rented for $676 in 2005. With the average New Orleans resident earning $17,358 per year, even basic housing is out of reach for many people. While housing costs remain high and insurance premiums inflated, appraisals come in lower than expected, Taylor notes. “These factors have made it more critical than ever before for ASI to seek new ways to continue extending credit to borrowers who otherwise would rely on predatory lenders.” Among ASI Federal’s loan programs: u Stretch Plan, a $200 credit line giving members a reserve between paychecks; u Payday Lender Rebuilder Program, rolling members’ high-rate, predatory loan debts into a low-rate consolidated loan if they attend a financial course; u Asset Builder Loan, splitting borrowers’ monthly payments between loan repayment and a savings deposit that earns 5% annual percentage yield; and u Credit Enhancement Plan, permitting members to build a positive credit standing through a credit line that doubles as overdraft protection. ASI Federal also works with other partners to extend credit and services to members.
