DMJM Harris’s Planning practice is helping stakeholders meet that challenge. A plan for the future in Arizona “Arizona is the number one state in terms of population growth in the United States. It will double its population by 2030,” says Jennifer Livingston-Toth, P .E., project manager for a statewide transportation planning framework 08 Legacy—VOLUME 3: NUMBER 2, 2008 program called Building a Quality Arizona (bqAZ), aimed at identifying Arizona’s transportation needs for the decades ahead. DMJM Harris is providing program management and overseeing four consultants that are conducting framework studies throughout Arizona. “It’s really the first time the state is developing a long-range transportation program that connects land use, economic development and transportation infrastructure,” explains Livingston-Toth. Previously, DMJM Harris performed work for bqAZ through a reconnaissance study and two framework studies for the Maricopa Association of Governments. Says Livingston-Toth: “What’s significant about our latest project—where we’re managing the whole process—is that our planning efforts led to work that is unprecedented in Arizona.” The statewide transportation planning framework will analyze existing transportation choices to integrate into future plans, with the goal of creating better connectivity between regions while reducing congestion. The studies will be conducted during 2008, and from December 2008 to April 2009 the information gathered will be used to create a statewide framework.
