These tools allow responders to plan and collaborate while en route to emergency sites, so they hit the ground running upon arrival. Sprint also will play a critical consulting role to prevent avoidable mistakes. In the event government responders encounter unforeseen obstacles, the solution offers onsite technical support from experts. The commonwealth’s solution is based on planning, service and field operations strategies that already have withstood the challenges emergencies inflict. The solution also aids commonwealth response managers when they run field operation training exercises. Governments often train responders by simulating scenarios in which part of an area’s communications infrastructure is destroyed. Hundreds of mobile computing and communications devices can be quickly deployed, along with user training and integration with existing systems. The solution also includes Sprint’s RDS Go-Kit™, which contains Sprint i355 phones and mobile broadband cards that can be activated quickly for emergencies, drills or exercises. Instant communications infrastructure in the form of Sprint’s Satellite Cell-On-Light Trucks (SatCOLT) and a Satellite IP Trailer (SatIP Trailer), which use Sprint’s premier IP network. That powerful network enables personnel on telephones to communicate with responders on land mobile radios and also facilitates conference calls with more than two users. The solution is entirely self-sustaining and supports push-to-talk voice, video and data services. Wireless Priority Services (WPS), which give first responders a fast track through the network regardless of network congestion. Power of Partnership To finance the upgrades, the commonwealth and Sprint created the RDSIP, a public-private partnership that recently secured a $1 million federal Byrne Grant to upgrade tactical communications capabilities in Virginia. The Edward Byrne Memorial Formula Grant Program provides subgrants to local governments and state agencies to support criminal justice improvements in areas such as drug control, drug treatment and crime prevention. National emergencies continue to demonstrate the criticality of rapidly deployable and scalable communication solutions. Governments need the ability to augment communications infrastructure at a moment’s notice. They must be able to deploy additional devices quickly, but those tools must also be interoperable with existing systems. And they need access to reliable audio, video and data capabilities that exchange life-saving information more quickly and accurately.
