American Indian Report - July 2008 - (Page 18) TRIBAL MANAGERS B r i E f i n g GRANTS Tribal Transit Program Putting Public Transportation in Rural, Tribal Communities By Michelle Tirado Out of 550-plus federally recognized tribes, only a small fraction provides any type of public transportation. With low vehicle ownership rates on reservations and gas prices rising fast, now is the time for tribal communities to consider developing or expanding their transit systems and looking toward the federal government’s Tribal Transit Program to help fund them. The public Transportation on Indian Reservations Program, its formal name, was established in 2005 under Section 3013 of SAFETEA-LU. Since its inception, the program, administered by the U.S. Department of Transportation’s Federal Transit Administration, has made available $18 million to tribes in rural areas for public transportation projects, such as planning studies, start-up services, improving or expanding existing transit services, the acquisition of public transportation services, including service agreements with private providers, and capital expenses. Late last year, the Cocopah Indian Tribe in Arizona announced the addition of the Purple Route, which, according to the tribe, was created to help fill gaps in the existing YCAT (Yuma County Area Transit) bus service. It was funded with a Tribal Transit Program grant that it received in 2006. The route, operating six days per week, 7 a.m. to 10 p.m. includes stops outside the Cocopah RV and Golf Resort, Cocopah Indian Tribe’s Purple Route, which is one of two of the tribe’s public transportation bus routes.
