The Bison Range Manager will remain a FWS employee and have final decision-making authority on management direction, approval of plans, refuge uses and priorities. A Refuge Leadership Team, comprised of wildlife and land management professionals from both organizations, will inform those decisions. “This represents the latest step in the tribes’ 14year journey towards partnering with the Fish & Wildlife Service at the National Bison Range. We believe that, as partners, we can make a special place even more special,” CSKT Chairman James Steele Jr. said in a press statement. The agreement was negotiated pursuant to provisions of the Tribal Self-Governance Act of 1994, legislation that provides tribes that demonstrate a significant cultural, geographic and historical connection to facilities managed by the Department of the Interior the opportunity to assume certain programs, services, functions and activities at those facilities. House Natural Resources Committee Chairman Nick J. Rahall, D-W.V., and Ranking Member Don Young, R-Ark., applauded the agreement at the signing ceremony. “This Annual Funding Agreement is entirely consistent with what the Congress had envisioned when we enacted the Tribal Self-Governance Act of 1994, and we are convinced that the FWS and the CSKT will make for a great team in the management and operation of the National Bison Range,” Rahall and Young said in a joint statement. The agreement will be transmitted to the Senate Indian Affairs Committee and the House Natural Resources Committee for a 90-day Congressional review period.
