City officials are looking for other ways to incorporate the rubberized formula in more traditional pavement applications. A park district with funding but no land and a community college with land but no funding. At the turn of the new century, both the Tualatin Hills Park & Recreation District and Portland Community College found themselves facing the need to grow.
