Liberty notes An overview of the U.S. Constitution In the September 2010 issue of GEORGIA Magazine, this column began with a series of articles about the U.S. Constitution, focusing on the Bill of Rights. We will now examine the Constitution itself, so we may better understand our Constitution and communicate more effectively with our elected ofﬁcials. The U.S. Constitution consists of seven articles and 27 amendments and deﬁnes the basic structure and powers of our federal government. Following is a brief description of the articles in the main body of the document. Article I describes the legislative branch—Congress, its powers, qualiﬁcations for ofﬁce, how members are to be elected and terms of ofﬁce. Article II covers the executive branch, including the president and ofﬁcials he or she appoints. The article describes the powers of the ofﬁce, qualiﬁcations, how the president is to be elected and the term of ofﬁce. Article III establishes the judicial branch, including the Supreme Court, and gives Congress the power to set up additional federal courts. The article also deﬁnes the kinds of cases that may be heard by federal courts. Article IV sets standards for relations between the federal government and the states and between individual states. Article V describes the process for amending the Constitution. Article VI upholds the validity of debts contracted prior to the Constitution, says the Constitution is “the supreme law of the land” and requires all public ofﬁcials in the U.S. to uphold the Constitution. It was painted by Charlie Johnson, a Canadian, in 2010 and 2011. Colquitt was designated “Georgia’s First Mural City” by the state Legislature, and the painting was part of the Millennium Mural Project.
