Ratifying the Constitution The process of ratifying the Constitution began in late September 1787. Nine of the 13 states were required to ratify the document in state conventions to establish the new government. Delaware became the ﬁrst state to ratify on Dec. 6, 1787, when delegates were certain that Pennsylvania, its larger neighbor-which was holding its own ratiﬁcation convention- would vote to ratify. Pennsylvania ratiﬁed Dec. 12, and nearby New Jersey did so Dec. 18. Georgia became the ﬁrst Southern state to ratify on Jan. 2, 1788. Connecticut ratiﬁed a week later, on Jan. 9. The convention in Massachusetts, another large state, was more challenging. Only when John Hancock, the state's popular governor, proposed that the state convention ratify with the addition of several suggested amendments, did delegates decide to ratify in a close 187-168 vote on Feb. 9, 1788. Virginia was the remaining large state in the Union and the most important in the South. Virginia's Antifederalists opposed the new Constitution and counted as allies inﬂuential men such as Patrick Henry, Gov. Edmund Randolph, Richard Henry Lee and George Mason. But Randolph decided to support ratiﬁcation once eight states had ratiﬁed and because he suggested amendments. During Virginia's convention, on June 21, 1788, New Hampshire ratiﬁed with a close 57-46 vote, making it the ninth state to do so. On June 26, the Virginia convention voted to ratify the Constitution 89-79, and one month later, on July 26, New York's convention approved the Constitution by just 3 votes, 30-27, making it the 11th state to ratify.
