Colorado School Of Mines Offers Tunneling Short Course
Continuing its long-standing tradition of hosting world-class short
courses in underground construction and tunneling, the Colorado
School of Mines is offering "Tunneling Fundamentals, Practice and
Innovations," Sept. 18-21, in its facilities at the Golden, CO, campus.
With industry experts serving as classroom, lab and field demo instructors, this is the premier tunnel short course for professionals. It
also incorporates new software and equipment designed specifically
for tunneling education and found only at Colorado School of Mines.
Break-out lab and demo sessions round out each day of instruction, providing attendees with hands-on experience in these areas:
EPB Soil Conditioning, Rock Cutting, Slurry, EPB TBM Simulator,
Numerical Modeling, Shotcrete, Blasting Design, Annulus Grout,
Abrasivity and Wear, Tunneling Geology Walk and 3D Geotechnical
Site Investigation and BIM.
Evening social functions provide unique opportunities for professional collaboration, business development, and interaction with
CSM students studying underground construction and tunneling.

PPI Division's New Name Reflects
Expanding Use Of HDPE Conduit
The Plastics Pipe Institute (PPI),
the major trade association representing all segments of the plastic
pipe industry, has renamed its
Conduit Division as the Power &
Communications Division (PCD).
This change was prompted by
growth within the division, uses
of conduit in rapidly developing
applications, and to reflect the
types of solutions that high-density polyethylene (HDPE) conduit
can provide.
Comprised of conduit manufacturers, equipment suppliers,
accessory producers and other
companies, the Power & Com-

munications Division focuses on
educating specifiers, end users and
installers. PCD is also the industry
liaison to government agencies
and cooperates closely with standards development organizations
such as AASHTO, ASTM, NEMA
and UL.
"It is imperative that the power
and communications industries
have access to solid, vetted and
impartial facts and information,
which is the primary goal of PPI's
PCD," stated Lance MacNevin,
P.E., director of engineering, PCD.
"The new division name exemplifies our focus on the solutions that
HDPE conduit provides, and not
just the product itself."

INGAA Foundation Names Incoming
Executive Director
Industry-veteran Jason M. Goldstein will formally assume the role
of executive director of the INGAA
Foundation, upon the August 31
retirement of Richard Hoffmann.
As executive director, Goldstein

will be responsible for managing
the Foundation's technical and
economic studies, implementing
its strategic plan and overseeing
the planning and studies development process. He also will manage
the Foundation's meetings and
workshops.
Goldstein has worked in the
environmental and natural gas
industries since 1993. Prior to
joining the Foundation, Goldstein held a variety of positions,
including managing partner, chief
operating officer, vice president,
project manager, environmental
inspector and field technician. He
has worked with large consulting firms, pipeline operators and
private developers of natural gas
assets.
Goldstein holds an MBA in finance and business law from Stern
School of Business at New York
University, an MS in environmental science from the SUNY College
of Environmental Science and
Forestry at Syracuse, and a BS in
biology from Keene State.
Formed in 1990 by the Interstate Natural Gas Association
of America, the INGAA Foundation works to advance the use of
natural gas for the benefit of the
environment and the consuming
public.

Environmental Groups Sue Over
Pipeline Permitting Decisions
Several environmental groups
are suing the Virginia Department
of Environmental Quality over
part of the permitting process for
two proposed natural gas pipelines.
The Dominion Pipeline Monitoring Coalition, Bold Alliance and
Preserve Craig Inc. filed suit this
week in Richmond Circuit Court.
They're challenging an approval
DEQ granted in April that allows
the U.S. Army Corps of Engineers
to conduct the broader of two
types of water quality reviews for
the Mountain Valley and Atlantic
Coast pipelines.
The suit alleges, among other
things, that DEQ "acted arbitrari-

ly and capriciously in finding that
water quality protection requirements would be met" under that
process.
DEQ spokesman Bill Hayden
says the department has no comment.
A spokesman for the Corps'
Norfolk District says the more
"comprehensive" review process
could still be used.

TWDB Approves Financial
Assistance
The Texas Water Development
Board (TWDB) has approved by
resolution the following financial
assistance:
* $330 million, consisting of a
$220 million multi-year loan
from the Drinking Water State
Revolving Fund (DWSRF) and
a $110 million multi-year loan
from the Clean Water State
Revolving Fund (CWSRF) to
the city of Dallas (Dallas, Denton, Collin, Ellis, Tarrant, and
Kaufman counties). The city will
use the assistance on two projects: replacing 40 miles of water
pipeline water pipeline and 20
miles of wastewater pipeline per
year over the next five years.
* $16,731,454 ($5,085,000 loan
and $11,646,454 in loan forgiveness) from the CWSRF to
the town of Vinton (El Paso
County). With this assistance,
the Town will construct a new
centralized wastewater collection system that will provide
first-time wastewater service to
337 connections.
* $4,805,000 ($2,205,000 loan
and $200,000 in loan forgiveness) from the DWSRF and a
$2,400,000 loan from the CWSRF to the city of Rogers (Bell
County) for system improvements, including replacement of
water lines to reduce water loss,
and construction of a new water
well and ground storage tank to
secure additional water supply.
* $1.5 million from the Clean Water State Revolving Fund to the
Angelina and Neches River Authority (Angelina County). The
