IMPLEMENT GRANT FUNDED OBJECTIVES TO
IMPROVE CLINICAL CARE

Initiated technical assistance to members on
substance use treatment, including training to grant
writers/development directors in preparation for the
Health Resources and Services Administration (HRSA)
applications for Substance Abuse Service Expansion
grants, along with training for key leadership and
physicians on waiver training for physicians to
prescribe buprenorphine for Medication Assisted
Treatment (MAT). Three members received on-site
technical assistance from a consultant on
development and implementation of substance use
treatment programming. The technical assistance was
arranged by HQP and funded with a grant provided by
the Blue Shield of California Foundation.   

Launched two pilot projects to facilitate cross
system integration among member health
centers and specialty mental health providers.
One project focused on coordinated treatment
planning between providers. The second project
developed a protocol for transitioning patients
from the specialty mental health system to health
centers for treatment of physical and behavioral
health. In FY16, HQP expanded the second pilot
project to include children. 
Provided 830 plus individuals with behavioral
health services through the California Mental
Health Services Act that funded the Behavioral
and Physical Health Integration Project.
96% of clients surveyed responded "Strongly
Agree" or "Agree" to "I like the services I receive
here." One person said, "I believe this program has
saved my life."

Expanded access to comprehensive oral health
services in selected high-need zip codes by
contracting with La Maestra Community Health
Centers, through First 5 San Diego- funded Oral
Health Initiative, to deliver services on-site at Quality
Preschool Initiative (QPI) preschools. In FY15-16,
health centers participating in the Oral Health
Initiative provided dental treatment for 14,533 kids
ages 0-5 and 3,401 pregnant women.  Plus, 4,759
children ages 0-5 and 1,734 pregnant women,
identified as high risk, received intensive care
coordination services.  In addition, HQP reimbursed
health centers for oral health services for
under/uninsured pregnant women and children ages
0-5.  HQP and its member health centers took an
active role in planning and participating in the annual
Give Kids a Smile Event in which 289 children ages    
0-18 received an oral health screening, along with
fluoride varnish (183) and sealants (495).  

Increased enrollment in Covered California,
completing 2,921 enrollments through HQP's
Covered California Navigator Grant as of March
31, 2016, surpassing our goal of 2,000. Based on
this performance, HQP was selected as one of 47
grantees to continue to receive funds in FY16-17,
and was one of only four grantees funded at the
maximum funding level.
