Bills specific to facilitation of
larger truck loads remain active in a few

S.B. 274 and S.B. 396) and South Carolina (H.R. 3789).
Three states which are members
of the Western States Transportation
Alliance, have this year petitioned
Congress to allow increased truck
weights in the region. These are North
Dakota (H.C.R 3034), Utah (S.J.R. 13),
and Wyoming (H.J.R. 8).

Retail Imports Continue
Holiday Climb
Import cargo volume at the nation's
major retail container ports was
expected to increase in October as
retailers make final preparations for the
holiday season, according to the Oct.
9 Global Port Tracker report released
by the National Retail Federation and
Hackett Associates.
"The holidays are almost here, and
retailers are ready," said Jonathan Gold,
vice president for supply chain and
customs policy at NRF. "Merchants have
been stocking up since summer, and
there should be plenty on the shelves
as consumers begin their holiday
shopping."
The nation's top containerports
handled 1.68 million twenty-foot
equivalent units in August, the
latest month for which numbers
are available. This was a 3.9 percent
increase over July and a 10.4 percent
above August 2014.
Import cargo volume at the
nation's major retail container ports
was expected to rise 3.3 percent in
October over the year-earlier period.
The year was anticipated to close 5.7
percent ahead of 2014 at a total of 18.3
million TEUs.
West Coast ports have largely
recovered their share of cargo
following the labor dispute which
ended earlier this year, noted
Ben Hackett, Founder of Hackett
Associates, but the inventory-tosales ratio remains "stubbornly high"
because of the influx of cargo that
followed.
"We would have thought that by
now the aftermath of the disruption
at the West Coast ports had worked
its way through, which would help to
reduce inventory," he said. "This is not
the case."
