Early Intermodalist Carmichael Dies The railroad industry, and intermodalism in particular, lost one of its strongest supporters when Gil Carmichael passed away in February at the age of 88. Carmichael was recognized for his vision in promoting rail and intermodal infrastructure development throughout a life that was filled with service to the transportation industry. As a U.S. Coast Guard ensign, he was also honored for helping rescue 70 crew members of two tankers that broke up during a winter storm off Cape Cod in 1952. The rescues are depicted in a book and newly released movie, "The Finest Hours." Often credited as a visionary, Carmichael is just as frequently described as a gentleman and a friend of the transportation industry. In that capacity, his achievements ranged from his home state of Mississippi to the national and international. In 1996 Carmichael helped found the Intermodal Transportation Institute, now the Transportation Institute at the University of Denver. His presidential appointments FEDERAL UPDATE - from page 2 therefore, there is no injury to domestic manufacturers. An ITC preliminary determination vote is tentatively scheduled for Mar. 11 but could take place as late as Mar. 14. If the ITC does not find an affirmative preliminary determination, the investigation is terminated. If the ITC does find an affirmative preliminary determination, it begins the process of making a final determination while the petition simultaneously moves on to the Department of Commerce. From 1989 to 1993, he served as head of the Federal Railroad Administration and, in 1998, on the Amtrak Reform Council. Progressive Railroading quoted him as observing that following the energy crisis of 1973, when he was serving on the National Highway Safety Advisory Committee, he "went in a highway lobbyist and came out an intermodalist." The intermodalist was just as comfortable working for President Gerald Ford assessing transportation needs for the year 2000 (in his role on the National Transportation Policy Study Commission) as he was helping to originate, author and pass a program to construct a 1,077-mile, state-wide, four-lane highway for Mississippi and to help create a 700-mile regional railroad serving Mississippi and West Alabama. declarations from shippers to carriers and terminals and how the tare weight of the containers can be used to reliably calculate the VGM outside the port. The container weight rule requiring the VGM becomes effective Jul. 1, 2016. Any container leaving from any port in the world will need to be accompanied by a shipping document signed electronically or in hard copy by the shipper on the bill of lading listing the verified gross mass of the container in order for the container to be loaded onto a ship. A mandate of the International Maritime Organization under the Safety of Life at Sea convention, states the weighing must be done on scales calibrated and certified to the national standards of the country where the weighing was performed.
