Casey, President & CEO Federal Update FMC Launches Supply Chain Innovation Teams The Federal Maritime Commission has directed the establishment of "Supply Chain Innovation Teams" at the San Pedro Bay Ports, comprised of stakeholders who do business at or with the ports. They will be asked to develop commercial solutions to supply chain challenges and related port congestion concerns. In a Feb. 18 Public Meeting, FMC Commissioner Dye, who leads the initiative, indicated the FMC is seeking engagement from ocean carriers, port operators, importers and exporters and envisions the teams, once selected, split into two groups of 10 -12 people each. Those interested in submitting names for team consideration may send an email to supplychain@fmc.gov. Chairman Cordero noted that this is the third and final phase of FMC outreach to stakeholders on port congestion. The first phase consisted of four FMC port forums, held in different regions of the country, each led by at least one commissioner. The second phase was the July 2015 release of the FMC report on current and future U.S. port congestion causes, consequences and challenges. The FMC plans to launch a webpage in the near future to house information related to the Supply Chain Innovation Teams. The FMC order can be found in the Federal Register at http://1.usa.gov/1ODMbNn. Aviation Bill Backs Federal HOS INTERMODAL ASSOCIATION OF NORTH AMERICA 11785 Beltsville Drive, Suite 1100 Calverton, MD 20705-4048 301-982-3400 * Fax: 301-982-4815 www.intermodal.org 2 Intermodal Insights | March 2016 The Aviation Innovation, Reform, and Reauthorization Act of 2016 (H.R. 4441), containing provisions limiting states and political subdivisions of states from imposing additional restrictions on motor carrier employees subject to hours of service regulations was approved, Feb. 11, by the House Committee on Transportation and Infrastruc- ture. The text preempts state restrictions on commercial motor vehicle operator rest/meal breaks or working "to the full extent permitted" and replaces them with federal Hours of Service rules. ITC Looks into Chinese Truck Tires The International Trade Commission has initiated antidumping and countervailing duty investigations of truck tires from China based on a petition filed by the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union. In a Feb. 19 hearing, the Institute of International Container Lessors requested that specific intermodal bias ply tube tires be designated a "separate like product," distinct from the current scope of this case, and found not to be injuring the domestic industry.
