older model at local vehicle recycling facilities. Truck owners who buy a truck with a model year 2010 engine or newer receive as much as $27,000 in return; a truck with a model year 2007 to 2009 engine yields up to $20,000. Port News Panama Canal Authority Inaugurates Expansion The $5.4 billion Panama Canal expansion opened June 26, featuring a new set of locks at each end of the waterway. Measuring 180 feet wide, 60 feet deep and 1400 feet long, the locks make possible the passage of 14,000 TEU vessels. A new lane also mitigates congestion within the canal. Prior to the expansion, the canal could only accommodate 5000 TEU ships. For big ships now travelling to the U.S. East Coast from Asia, the expanded canal eliminates the need to travel around Cape Horn, reducing the time to destination by five days. Six percent of world cargo flowed through the canal in 2015. With capacity now more than doubled, the project, "promises to reorient the landscape of the logistics industry and alter the decision-making calculus of the shippers that the canal serves," including the decision between the Suez and Panama canals, according to a C.H. Robinson and Boston Consulting Group report. Oakland Extends Night Gates Oakland International Container Terminal, the port's largest, has indicated that it will continue and expand its night operations after a port subsidy program ends in July. For the first time, truckers will be able to drive off-loaded import containers at night. Import pick-ups, the most time-consuming and labor- intensive terminal activity, had been restricted to dayside operations. The terminal said it will open night gates to harbor drivers Monday through Thursday. It introduced night gates two months ago, aided by a $1.5 million Port of Oakland subsidy program. A $30 flat-fee will be assessed on all loaded import and export containers once the subsidy ends. The fee will finance the costs of night operations - principally for additional labor. It will be levied on both day and night container moves. Night gates are one of several initiatives begun this year to speed cargo flow at the terminal. Effective June 6, an appointment is now also required for most import pick-ups at OICT. CSX Chairman and CEO Michael J. Ward has announced several senior management changes, effective July 1, including the following: the retirement of Executive Vice President and Chief Administrative Officer Lisa Mancini; the promotion of Cressie Brown to senior vice president and chief administrative officer; and the promotion of Kathleen Brandt to senior vice president and chief information officer. BNSF Railway has announced that Dave Freeman will succeed Greg Fox as executive vice president, operations, effective June 1.
