In conjunction with the affirmative
preliminary determination and
preliminary weighted margins, DOC
announced postponement of the final
determination from Nov. 10, 2016 to
Jan. 17, 2017, in response to requests
from stakeholders. As a result of the
delay, a final ITC determination is now
expected on or around March 3, 2017.
If both DOC and ITC make
affirmative final determinations
that imports of truck and bus tires
from China materially injure, or
threaten material injury to, the
domestic industry, DOC will issue an
antidumping order. If either DOC's or
ITC's final determination is negative,
no antidumping order will be issued.
DOT Issues Policy
on "Automated" Vehicles
The U.S. Department of Transportation has issued federal policy for
automated vehicles. The action
covers safe testing and deployment
of new automation technologies as
well as systems already on the
market.
Commenting in the policy announcement, Anthony Foxx, U.S.
Secretary of Transportation, noted that
it would help provide a framework for
how to test and deploy the technology safely.
Vehicle performance guidance uses
a 15-point Safety Assessment, the subject of the policy's first section, to set
clear expectations for manufacturers
developing and deploying automated
vehicle technologies.
Documentation is required from
autonomous vehicle technology
manufacturers in the following areas:
operational design domain, object
and event detection and response, fall
back/minimal risk condition, validation
methods, registration and certification,
data recording and sharing, postcrash behavior, privacy, system safety,
vehicle cybersecurity, human machine
interface, crashworthiness, consumer
education and training, ethical considerations and law compliance.
